Looking for Procurement Specialist Professionals to perform the following tasks, including but not limited to, the bidding and administration of third-party engineering and construction contracts:

1. Perform outreach of solicitations and develop contract documents utilizing agencies standard form of construction contract(s) or Request for Proposals, as directed.

2. Manage all requests for contract documents from prospective bidders, maintain a “plan holders” list, serve as the point of contact for all prospective bidder questions, and develop and distribute to plan holders any and all addenda as required.

3. Attend site tour(s) as necessary.

4. Clock in all bids received, assist in the opening and tabulation of all bids received and perform all 2 bid review activities. In the case of proposals, the procurement professional will receive and log in all proposals, assist in the selection process, and prepare memorandum and evaluation logs.

5. The procurement professional will perform all award activities, prepare kick-off agenda utilizing agencies latest form(s) and attend kick-off meeting.

6. Post Award, the procurement professional will attend all progress meetings and maintain contractual submittals (i.e., Monthly Minority Participation forms, Progress Reports, certified payrolls, etc.), as necessary.

7. The procurement professional will act as the point of contact for all change order requests from the Construction Contractor, prepare change order request acknowledgement letters and maintain a change order request log in agencies COR Log using Microsoft Access or Excel.

8. The procurement professional will receive all cost proposals from the Construction Contractor and compare the cost proposal to the independent estimate provided by the Resident Engineer/Project Manager and assist in the negotiation of the change order.

9. The procurement specialist will prepare the Change Order modification documentation in accordance with agency procedure for review.

Experience and Required Skills:

The procurement professionals should have the following:

  • A Bachelor’s Degree in Business Administration, Engineering or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of degree, subject to approval.
  • Must possess a minimum of three years in a Procurement Department.
  • Must possess extensive knowledge of procurement principles and techniques.
  • Must possess excellent written and oral communication skills.
  • Must possess strong P/C computers kills.
  • Knowledge of Federal Acquisition Regulations(FAR).
  • Knowledge of Public Authority Procurement Law.
  • Knowledge of general contract terms and conditions.
  • Knowledge of Federal Transportation Administration (FTA) Best Procurement Practices.

Job Type: Contract- Temporary

Pay: $76,928.00 - $84,267.00 per year

  • 8 hour shift
