Senior IT Business Analyst – NYC DOT (On-Site, Long-Term)
Client: New York City Department of Transportation (NYC DOT)
Location: 55 Water Street, New York, NY (On-Site Required)
Schedule: Monday–Friday, 9:00 AM–5:00 PM (Max 35 hrs/week)
Duration: Long-term consulting engagement (up to 4 years)
Compensation: $90–$95/hour (W2 preferred; no overtime)

Role Summary (READ CAREFULLY)
This role is for a senior-level, hands-on IT Business Analyst who has already worked on complex, enterprise, workflow-driven systems, preferably in government or regulated environments.
This is not a junior, UI-only, or PM-led BA role.
The consultant must be able to work independently on-site, engage multiple stakeholders, and deliver audit-ready documentation for mission-critical public systems.
If you have not led requirements for systems involving workflows, inspections, permitting, enforcement, GIS, or large datasets, this role is not a fit.
What You Will Be Expected to Do
Business & Functional Analysis

Independently elicit, analyze, and document functional and non-functional requirements

Lead stakeholder interviews, workshops, and working sessions with:

Operational staff

IT teams
-
Vendors
-
Management
-

Develop as-is and to-be workflows for complex operational processes

Identify system gaps, inefficiencies, risks, and data quality issues
-
Translate business needs into clear, testable, unambiguous requirements
Candidates who rely heavily on PMs for direction will not succeed in this role.
Workflow-Driven & Operational Systems (CRITICAL)
You must have experience supporting systems that include:

Multi-step approvals
-
Inspections and re-inspections
-
Corrective actions
-
Summons, violations, or enforcement
-
Supervisor review and exception handling
This role requires understanding real-world operations, not just software theory.
GIS / Map-Based Applications (HIGHLY IMPORTANT)

Define requirements for map-centric or location-based applications
-
Work with geospatial data elements (locations, boundaries, assets)
-
Collaborate with GIS teams and developers (ArcGIS or similar)
-
Understand how location impacts workflow, reporting, and business rules
-
“I’ve seen maps before” is not sufficient.
Data Analysis & Reporting

Analyze large datasets to validate business requirements
-
Write and interpret SQL queries to confirm logic and outcomes
-
Identify discrepancies between system behavior and business intent
-
Define reporting, dashboards, and KPIs for operational and leadership use
If you cannot validate requirements with data, this role is not a fit.

Validate that delivered solutions meet approved requirements

Support rollout, training, and change management
Communication & Stakeholder Management

Act as the primary liaison between business and technology teams

Facilitate meetings and resolve conflicting requirements

Communicate complex technical concepts to non-technical users
-
Draft clear, professional communications — including responses to frustrated users
Strong communication is mandatory in a public-facing government environment.
MANDATORY Qualifications (Non-Negotiable)
Candidates must meet all of the following:

8+ years of experience as an IT Business Analyst on enterprise systems

Demonstrated experience with:

Workflow-based applications
-
Requirements elicitation and documentation
-
Business process modeling
-

Strong understanding of:

Databases and data structures
-
Application development lifecycles
-
System integrations
-

Ability to work fully on-site and independently

Excellent written and verbal communication skills
❌ Candidates without enterprise-scale or regulated-environment experience will not be considered.
Highly Preferred

GIS / geospatial systems experience (ArcGIS preferred)

Strong SQL and data analysis skills

Advanced Microsoft Visio proficiency

Azure DevOps or similar lifecycle tools

Experience with Agile, Waterfall, and hybrid SDLCs

CBAP, SAFe, or similar certification
-
Prior NYC agency or public-sector project experience
Work Conditions & Constraints
