1. Senior Mainframe Application Developer

(NATURAL / ADABAS – IBM Z Series)

Experience: 10+ years

Location: United States (EST business hours preferred)
Client Environment: NYC Department of Citywide Administrative Services (DCAS)

Role Overview

The Senior Mainframe Application Developer will serve as the primary technical delivery resource responsible for the enhancement, maintenance, and operational stability of DCAS’s mission-critical CERTS (Certification Processing Subsystem) and Civil Service List Management applications.

This role requires deep hands-on expertise in IBM Z Series mainframes, NATURAL programming, and ADABAS databases, with direct responsibility for implementing new business processes (including the NQU – Not Qualified Until process) that support citywide hiring operations.

The candidate must be capable of independently handling analysis, development, testing, and production support in a highly regulated public-sector environment.

Key Responsibilities

Application Development & Maintenance

  • Enhance, modify, and maintain NATURAL/ADABAS-based mainframe applications supporting CERTS and Civil Service List Management

  • Implement new business logic for the NQU (Not Qualified Until) process within the CERTS system

  • Modify existing certification workflows to support:

    • Non-Competitive Class titles

    • Labor Class titles

  • Ensure enhancements align with existing application architecture, performance requirements, and operational constraints

Technical Analysis & Implementation

  • Review existing program modules, data structures, and batch jobs to assess enhancement impacts

  • Design technical solutions based on approved business requirements

  • Develop clean, maintainable, and well-documented NATURAL code

  • Update ADABAS files, views, and access paths as required

Testing & Quality Assurance

  • Perform unit testing, system testing, and integration testing

  • Support regression testing to ensure existing functionality remains unaffected

  • Collaborate with QA and business users during User Acceptance Testing (UAT)

  • Resolve defects and performance issues identified during testing cycles

Release & Production Support

  • Participate in release planning and implementation activities

  • Support production deployments and post-release validation

  • Troubleshoot and resolve production issues in a timely manner

  • Ensure system stability during critical hiring and certification cycles

Collaboration & Governance

  • Work closely with DCAS CPPS team members, analysts, and project leadership

  • Participate in weekly status meetings and technical review sessions

  • Provide clear progress updates, risk identification, and mitigation recommendations

Required Skills & Qualifications

Mandatory:

  • 10+ years of hands-on experience with IBM Z Series mainframes

  • Strong expertise in NATURAL programming

  • Extensive experience with ADABAS database

  • Proficiency with JCL and mainframe batch processing

  • Experience performing full SDLC activities (analysis → coding → testing → deployment)

Preferred:

  • Experience working with civil service, HR, or eligibility-based systems

  • Prior experience supporting government or public-sector mainframe systems

  • Familiarity with highly regulated environments and mission-critical applications
