Position Overview

We are seeking a highly experienced Senior PeopleSoft Project Manager to support enterprise-level initiatives for the Metropolitan Transportation Authority (MTA). This role requires a seasoned professional with deep project management expertise, strong technical acumen, and the ability to lead complex, cross-functional technology initiatives in a fast-paced public-sector environment.

The ideal candidate will bring a strong background in PeopleSoft systems, web application development, and cloud-based architectures, with hands-on familiarity across AWS, Python-based frameworks, DevOps, and modern web technologies. This position plays a critical role in ensuring the successful delivery of secure, scalable, and high-quality solutions that support mission-critical financial, revenue, and enterprise applications.

Key Responsibilities

Project & Program Management

  • Lead and manage end-to-end project delivery for PeopleSoft-related initiatives, including planning, execution, monitoring, risk management, and successful close-out.

  • Develop and maintain detailed project plans, schedules, budgets, and status reports in alignment with MTA governance and standards.

  • Coordinate activities across business stakeholders, developers, infrastructure teams, security teams, vendors, and leadership.

  • Proactively identify project risks, dependencies, and issues; develop mitigation strategies and escalate when necessary.

  • Ensure all deliverables meet scope, quality, security, and compliance requirements.

Technical Leadership & Oversight

  • Provide technical oversight and guidance across web-based applications, APIs, integrations, and cloud deployments.

  • Collaborate with architects and development teams on solution design, system integration strategies, and deployment models.

  • Review technical designs, architecture documents, and implementation plans to ensure alignment with best practices.

  • Advise on application performance, scalability, security, and maintainability.

  • Support modernization efforts, including cloud migration, containerization, and serverless strategies.

Stakeholder Communication & Collaboration

  • Act as a primary liaison between technical teams and non-technical stakeholders.

  • Facilitate project meetings, design reviews, and cross-functional workshops.

  • Communicate complex technical concepts clearly to executive leadership and business users.

  • Ensure alignment between business objectives and technical solutions.

Quality, Security & Compliance

  • Ensure solutions adhere to web application security best practices, data protection standards, and MTA compliance requirements.

  • Oversee testing strategies, including functional, integration, performance, and security testing.

  • Promote high standards for code quality, documentation, and change management.

Mandatory Qualifications

  • Bachelor’s Degree in Computer Science, Information Systems, or a related field (or equivalent combination of education and experience).

  • Minimum 10 years of professional experience in IT project management, including enterprise systems such as PeopleSoft.

  • Strong understanding of HTML, JavaScript, and CSS.

  • Experience with object-oriented design principles and data modeling.

  • Working knowledge of Python, PHP, SQL, and Oracle PL/SQL.

  • Familiarity with user experience (UX) design principles and processes.

  • Experience integrating third-party applications and tools.

  • Knowledge of web application security considerations and best practices.

  • Proficiency with AWS cloud development and deployment.

  • Experience using source/version control systems (GitHub).

  • Excellent verbal and written communication skills, with strong organizational and problem-solving abilities.

  • Ability to thrive in a fast-paced, deadline-driven environment.

Additional / Preferred Qualifications

  • Proven success collaborating with cross-functional and multidisciplinary teams.

  • Ability to develop high-quality solutions, solve complex technical problems, and provide architectural guidance.

  • Understanding of how to design and deliver successful online customer experiences.

  • Experience building web-based applications and RESTful APIs.

  • Solid understanding of AJAX, HTML, JavaScript, and CSS.

  • Strong experience in Python web development, including Django and FastAPI frameworks.

  • AWS Cloud Developer certification or equivalent hands-on experience preferred.

  • Experience configuring and deploying AWS API Gateway.

  • Hands-on experience with Docker containerization.

  • Experience with Kubernetes (EKS).

  • Experience managing AWS IAM / Identity Center.

  • Knowledge of server-based and serverless deployment strategies.

  • Experience with Windows and Linux scripting (PowerShell, Bash).

  • Advanced knowledge of SQL and Oracle PL/SQL.

  • Familiarity or prior experience with financial, revenue, or enterprise accounting applications is highly desirable.
